River Knoll will be a good steward to the community and contribute significant benefits, including:
Preserving 11+ acres open space:
66% of the site to remain permanently green!
- Preserving the quarter-mile-long scenic grassy West Meadow fronting Croton Dam Road.
- Enlarging East Meadow along Narragansett, 1st, 2nd, and 3rd Avenues.
- Creating a new green South Buffer along Pershing Ave. homes.
- Creating a new green North Buffer adjacent to Grandview Ave. homes.
New Revenues
Generating $2.7 Million in additional annual revenues to the Town, School District and County:
- The vacant site currently produces only $100,000 in tax revenues.
- That’s a net gain of $2,600,000 annually after factoring in service-related costs such as ambulance, fire, or police requirements.
- Roughly $1,800,000 of these new revenues will go to the school system alone annually – enough to support numerous new programs and capital improvements!
- River Knoll will become the third-highest taxpayer in Ossining!
School Impact
There are no projected additions to the school system from this project:
- Projections of the generation of new school children were prepared by the Town’s consultants using the same methodology that Ossining School District uses to forward estimate its school population growth. Those studies show no new school-aged children will be added to the school system. This is consistent with the experience of all 55+ residential communities.
Creating Demand for Services, Dining & Retail
Creating new economic activity & foot traffic for services, restaurants, and merchants in downtown Ossining to promote economic recovery!

Creating approximately 320 new construction jobs and dozens of permanent & ancillary jobs to manage the River Knoll community and its residents.

Design
Building height will be substantially lower than existing Stony Lodge Hospital structures.
Low Traffic Generator
Fewer projected vehicle trips than the previous psychiatric hospital generated and maintains the existing and only access point on Croton Dam Road.
- This project will see significantly less traffic than when the hospital was operative, given that commuting times for 55+ are typically off-peak. The new residents of River Knoll will be in their 50’s, 60’s, 70’s, and 80’s and many are pre-retirees, or fully retired and do not commute at peak, morning, or evening times, or simply do not commute.
- The peak morning rush will see 63% less traffic than what was experienced with the hospital when operative and the peak evening rush will see 58% less traffic than when the hospital is operative.
New Stormwater Management
The installation of a state-of-the-art and integrated stormwater management system to alleviate runoff to adjoining neighbors and substantially improve water quality – particularly runoff to homes alongside Pershing Avenue, and First and Second Avenues.
